Abstrakty

Wyzwania jakie niesie ze sobą przełom XX i XXI w. niewątpliwie powodować będą przemiany państwa dobrobytu. Wyzwania owe nie są jednak tak duże aby konstytuowały nowy paradygmat państwa dobrobytu. Wprost przeciwnie - zagrożenia wywołane przemianą społeczeństwa industrialnego w postindustrialne już dziś w dużej mierze zwalczane są w krajach realizujących socjaldemokratyczny model państwa dobrobytu. Nie oznacza to bynajmniej braku niebezpieczeństw dla samego modelu socjaldemokratycznego. Gwarantem jego trwałości wydaje się utrzymanie wysokiej jakości usług publicznych, niskiego bezrobocia oraz możliwości wysokiego opodatkowania zapewniającego odpowiednie (do skali redystrybucji) wpływy budżetowe. Nie oznacza to również determinizmu w kształtowaniu pozostałych modeli państwa dobrobytu. Tak jak w społeczeństwie industrialnym preferencje społeczne decydowały o różnym stopniu ochrony przed ryzykiem społecznym, tak też i w społeczeństwie postindustrialnym wpływać będą na wybory co do zakresu i kierunku redystrybucji zasobów będących w posiadaniu zbiorowości. The future of the welfare state is determined by social and economic processes which accompany (or continue) the shift from the industrial to post-industrial society including employment structural changes in highly developed countries, the aging of societies, the emerging of a new family model, and the maturation of social schemes implemented by the welfare state. These processes lead to new social risks which will not result in creating the welfare state based on a new paradigm but merely corrections of its original form, The first reason is the existence of institutional resistance to such changes, and the second one - the existing social democratic model of the welfare state is likely to be a response to the new risks.
