Abstrakty

Celem artykułu jest analiza przestrzenno-czasowa rynku pracy osób w okresie starości ekonomicznej oraz zmian w strukturze świadczeniobiorców systemu emerytalno-rentowego w Polsce w latach 1999-2005 wraz z postawieniem krótkookresowych prognoz. Artykuł ten jest kontynuacją badań podjętych wcześniej przez autorkę. W artykule M. Papież [2007b] została przedstawiona analiza procesu starzenia się społeczeństwa w krajach Unii Europejskiej w latach 1998-2004 zarówno pod względem demograficznym, jak i ekonomicznym. W tym celu zbudowano miernik starości demograficznej i ekonomicznej oraz wskazano związki pomiędzy tymi dwoma rodzajami starości, a także oceniono wpływ procesu starzenia się ludności na zmiany zachodzące na rynku pracy osób w okresie starości ekonomicznej. One of the recommendations contained in the Council of Europe’s report is that pensions systems should provide effective incentives for elderly people to remain in the job market and that workers should not be encouraged to take early retirement or be punished for remaining in the labour market after reaching normal retirement age. In order to check whether this recommendation is being implemented in Poland, the author analysed the impact of population ageing on changes in the labour market during economic old-age and analysed changes in the structure of pensioners within the pensions system. The temporal-spatial analysis was conducted in the years 1999-2005 in Poland by region. In order to expand the analysis, the regions were grouped for the year 1999 and then 2005. To this end, the author used Ward’s method and the k-means method. For the analysis, the author selected a set of diagnostic variables that was used to create a measure called the economic old-age measure. This measure enabled the author to classify regions and to present the changes in the level of economic old age in regions in relation to the mean value at the beginning of the research, i.e., in 1999. The values of the economic old-age measure also enabled the author to estimate the trend function for Poland and to present some short-term forecasts. Analysis of the trend function shows that the values of the economic old-age measure have been diminishing since 2003. This means that the number of people remaining active on the job market is increasing and therefore that the age at which people receive their pensions is also increasing. This trend is beginning to confirm that one of the goals of the European strategy is being implemented, namely, that elderly people are becoming increasingly active on the job market.
