Abstrakty

W artykule przedstawiono problem oceny efektywności instytucji publicznych na przykładzie szkolnictwa wyższego podległemu Ministerstwu Nauki i Szkolnictwa Wyższego (MNiSW). Badaniu poddano 59 uczelni wyższych i przeprowadzono je metodą Data Envelopment Analysis (DEA). Podstawowe dane pochodzą z przewodników "Szkolnictwo Wyższe MNiSW, danych statystycznych (GUS) i sprawozdań finansowych instytucji na rok 2006, które również zostały opublikowane w Monitorze Polskim В.

This paper presents the problem of efficiency assessment in institutions of public higher education subordinate to Ministry of Science and Higher Education (MNiSW). This study uses the Data Envelopment Analysis (DEA) to 59 institutions of higher education. The primary data are taken from guidebooks 'Szkolnictwo Wyższe MNiSW', GUS statistical data and financial reports of the institutions for 2006 which were also published in Monitor Polski В. In this DEA study we use the following input measures: the number of academic staff, the number of non-academic staff, institution's assets (fixed assets) and operational costs and also one output measure which is the number of students. The results show an average efficiency level of 60-70% relative to utilized model which means that the margin in efficient performance is about 40%. To better illustrate the efficient performance of institutions of higher education, especially in the space of years, it is recommended to continue the study of the efficiency of institutions of higher education in Poland.(original abstract)
