Abstrakty

W 1992 r. rozpoczęto w Indiach, wraz z reformami gospodarczymi, reformę ustroju administracyjnego, polegającą na utworzeniu demokratycznych samorządów lokalnych. Barierami utrudniającymi wdrożenie instytucji demokratycznego samorządu w Indiach, jak zauważa Autor, były przede wszystkim stosunki społeczne oparte na tradycyjnej, bardzo zhierarchizowanej i niedemokratycznej strukturze społecznej. Oprócz tego decentralizację opóźniał opór drugiego szczebla indyjskiej administracji, tj. rządów stanowych, bardzo rozpowszechniona korupcja, a także ogromne zacofanie cywilizacyjne. Mimo tych przeszkód postępująca decentralizacja oraz liberalizacja i otwarcie na świat gospodarki przyczyniły się do przyspieszenia rozwoju i modernizacji Indii. W artykule przedstawiono cele, problemy oraz skutki największej na świecie decentralizacji. (abstrakt oryginalny)

Together with the economic reforms, the reforms of the administrative system in India started in 1992, involving the establishment of democratic local self-governments. The author notes that the barriers obstructing the implementation of the institution of the democratic self-government in India were primarily social relationships based on a highly hierarchical and non-democratic social structure. Furthermore, decentralisation was delayed firstly by the second level of Indian administration, i.e. the state governments, and secondly the widespread corruption and the huge backwardness in civilisation terms. Despite these obstacles, the progressing decentralisation and liberalisation, as well as the opening of the economy to the world contributed to the acceleration of the development and modernisation of India. The article presents the objectives, problems and results of the largest decentralisation in the world. (original abstract)
