Abstrakty

W artykule wskazano zasadnicze kierunki możliwych zmian regulacyjnych, które powinny przyczynić się do poprawy bezpieczeństwa sektora bankowego na świecie, zmniejszać prawdopodobieństwo wystąpienia kryzysu podobnego do tego, jaki miał miejsce w ostatnich latach. W zakresie nadzoru zwrócono uwagę na potrzebę spojrzenia na problemy makroekonomiczne, stabilność całego sektora bankowego oraz na zwiększenie efektywności sprawowania profesjonalnego nadzoru nad każdą instytucją bankową. W obszarze regulacji ostrożnościowych wskazano na szeroki wachlarz możliwych kierunków zmian. W końcowej części materiału wskazuje się na warunki i ograniczenia, jakie powinny być wzięte pod uwagę przy wprowadzaniu nowych regulacji. Ich uwzględnienie jest niezbędne z punktu widzenia skuteczności wprowadzanych zmian regulacyjnych. (skrócony abstrakt oryginalny)

Author presents the main way of possible changes in regulations of financial market which should rebuild the trust in banking sector. There are many areas of desired changes but the two principal are: the changes in architecture of supervision of banking sector (macroeconomic supervision and supervision of international banks) and changes in prudential regulations. There is big variety of possible changes in prudential norms. However, the most important is to remember about some limits of implementing of changes and have in mind the main goal of providing the changes. The amendments in regulations can not be done in short time. They should be carefully analyzed before implementation. (original abstract)
