Abstrakty

Poruszono zagadnienie samorządności lokalnej, z uwzględnieniem regionu, w kontekście funkcjonowania Unii Europejskiej (UE). Omówiono zjawisko definiowania regionów zarówno w aktach UE jak i w poszczególnych krajach członkowskich. Przedstawiono helsiński model samorządności regionalnej oraz projekt dokumentu pt. Europejska Karta Demokracji Regionalnej.

The article presents the increasing significance of regional authorities from the 1970s onwards in European countries and the rule of their representative bodies on forums of the European Council and the European Union. The special attention is paid to the big legal status diversity of regions in member states. This decided about the failure of the project of European Charter of Regional Self-Government, which was prepared in 1997 by the Congress of Local and Regional Authorities of the Council of Europe. In the last part of the article there is discussed the project of the new regulation instrument assumed as European Charter of Regional Democracy, proposed by the Chamber of Regions in 2008.
