Przystąpienie Polski do mechanizmu walutowego ERM II sprawia, że w polityce makroekonomicznej szczególnie ważna staje się identyfikacja mechanizmów determinujących kurs walutowy złotego do euro oraz kwantyfikacja parametrów mierzących skalę oddziaływania na niego zmiennych makroekonomicznych. Metody modelowania i szacowania kursów równowagi znajdują się w ostatnich latach w centrum zainteresowania i podlegają ciągłemu rozwojowi, jednak duża dynamika procesów gospodarczych wywołana przystąpieniem Polski do Unii Europejskiej oraz bardzo głębokie skutki kryzysu finansowego sprawiają, że szacunki kursu walutowego równowagi oparte na standardowych podejściach mogą być obciążone poważnymi błędami. W opracowaniu omówiono najważniejsze metody wyznaczania kursów walutowych równowagi. Wskazano na ich ograniczenia oraz źródła potencjalnych błędów oszacowań uzyskiwanych na podstawie fundamentalnych i behawioralnych modeli kursów równowagi (odpowiednio FEER i BEER). Akcent położono na znaczenie horyzontu czasowego szacunków, który powinien determinować wybór odpowiedniej metody. W części empirycznej przedstawiono model BEER kursu walutowego złotego do euro dla lat 1999-2009 uwzględniający wpływ premii za ryzyko na odchylenia kursu od trajektorii wyznaczanej na podstawie hipotezy nieubezpieczonego parytetu stóp procentowych. Zaprezentowano również oszacowania kursu równowagi złotego do euro, które wskazują na niewielkie niedowartościowanie złotego w pierwszym półroczu 2009 r. (abstrakt oryginalny)

Poland's forthcoming ERM II membership makes it crucial for the macroeconomic policy to identify economic variables determining PLN/EUR exchange rate as well as to quantify parameters measuring the intensity of their influence. In recent years the equilibrium exchange rate modeling and estimation methods have drawn plenty of attention and they are expanding continuously. Nevertheless, the high dynamics of economic processes triggered by Poland's EU membership and by profound consequences of the recent financial crisis can make the equilibrium exchange rate estimates based on standard approaches significantly biased. The paper discusses two most important methods of the equilibrium exchange rate estimation (fundamental and behavioural equilibrium exchange rate models). It identifies limitations and sources of estimate errors associated with employing both methods. The empirical part of the paper presents the BEER model of the PLN/EUR exchange rate in the period 1999-2009. To capture the exchange rate deviations from the path determined by the uncovered interest parity hypothesis, the standard BEER specification is allowed for the risk premium proxy represented by the short-term government debt. Finally, the preliminary estimates of the equilibrium PLN/EUR exchange rate are presented. They indicate a moderate undervaluation of the zloty in the first half of 2009. (original abstract)
