Abstrakty

Ochrona socjalna w tradycyjnym ujęciu postrzegana jest jako forma redystrybucji. W ostatnich latach jednak w pracach teoretycznych jak i empirycznych podkreślana jest rola ochrony socjalnej jako polityki pomagającej ubogim zarządzać ryzykiem, a przez to zwiększającej ich możliwości, w konsekwencji przyczyniającej się do wzrostu ogólnej efektywności. Celem artykułu jest przeprowadzenie dyskusji nad programami ochrony socjalnej i ustalenie w jakim zakresie programy tego typu mogą być uważane za instrument promujący długookresowy wzrost gospodarczy. Dyskusji zostaną poddane argumenty teoretyczne, poparte doświadczeniami różnych krajów. (abstrakt oryginalny)

Social protection policies have been typically thought of as a form of redistribution. Recently, however, theoretical and empirical studies have also highlighted a considerable role of social protection in helping the poor to manage risk. Consequently, this group of society is to benefit from social protection programs, which is mainly expressed by the increase in overall satisfaction, The purpose of the paper is to discuss to what extent the above mentioned programs can be considered as useful instruments of increasing economic growth in a long term. The discussion presents theoretical arguments based on empirical evidence from different countries. (original abstract)
