This paper presents and evaluates the process of human capital accumulation which took place in Central and Eastern European countries from 1990 to 2005. It also assesses the effect of human capital formation on the transition patterns of those countries, of which there are 10: Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia. All of these countries achieved a sufficient level of socio-economic development to join the European Union. Three sections look at key components of human capital: education, health and size of working population. Next section explain the method used to measure human capital on both the individual and aggregate level. The last section reports empirical findings about human capital formation in the post-socialist countries. (fragment of text)
