The article analyses the competitiveness of Poland's agricultural policy aims, which are realised in the framework of national policies and the Common Agricultural Policy (CAP). It also examines the efficiency and effectiveness of financial outlays in the agricultural sector. We used DEA method and the Malmquist index, which helps estimate technical effectiveness. DEA is a nonparametric method used to measure the efficiency of the decision-making unit (DMU). Using linear programming methods, DEA produces a convex combination of inputs/outputs of the examined entities with various assumptions on the return to scale (CRS). The purposes of agricultural sector policies are characterised by a prism of the national and EU financial outlays. The competitiveness of purpose estimate in the agriculture policy for the period 2000-2009 is built around five priority axes: technological progress, agriculture production development and the complete use of the production factors, improving the environment and rural areas, improving the rural population's quality of life through increased income and market stabilisation.
