The author's aim is to present issues relating to creation of development programmes for local government institutions and also the factors determining socio-economic revival. The author begins by defining the development aims and assumptions of local government institutions. He presents the stages of building a development strategy, the course of the procedure, as well as the operational, detailed and global aims. He also shows the effects and results of implementing a development strategy. In the next part of the article, the author describes creation of a development budget for local government institutions, which allows the investment plans of local governments to be realised, thanks to which the needs of the local community can be satisfied. This is followed by the development of technical, transport and educational infrastructure and health care. Later on, the author looks at institutions supporting local government institutions. He mentions here the role of municipal information centres, local development agencies, local consultancy services, investors' information centres, as well as loan funds and credit guarantees, all of which have a significant impact on the socio-economic regeneration of regions. The author finishes with a section on issues linked with institutions and organisations in the R + D sphere that influence innovation in the region and also have an effect on development of local entrepreneurship. This category encompasses industrial and technology parks, entrepreneurship incubators, as well as industrial, network, concentric and institutional clusters. (original abstract)
