Autorka dokonała przeglądu polityki opartej na klastrach oraz jej implementacji w wybranych krajach Unii Europejskiej. Stwierdziła, że na obszarze Wspólnoty funkcjonuje wiele różnych rozwiązań dotyczących wspierania rozwoju klastrów i jak dotychczas nie wypracowano jednego uniwersalnego modelu w tym zakresie. The paper discusses the issue of clusters and the cluster-based policy. Literatures in this area and business practice do not offer any commonly accepted definition of the cluster-based policy. EU member states considerably vary in terms of the scope, the adopted objectives and tools applied within the framework of their implemented policies. The introduction of the cluster-based policy is usually referred to the traditional economic arguments related to the occurrence of market failures. The more specific reasons for such policies are directly related to the particular barriers to the development of clusters. In the EU territory there are a number of cluster-based policy models, being subject to different classifications. Such models are implemented at national or regional levels in response to the recommendations of the Lisbon Strategy. An analysis of the solutions adopted by EU member states may be useful in developing specific cluster-based policies in Poland. Our country, as yet, has not adopted any specific policy in this area. Such a situation may change, however, as a result of developing clusters in Poland and the use of EU funds earmarked for such programmes. (original abstract)
