Abstrakty

Artykuł o systemie emerytalnym Turcji zawiera trzy części: 1. Rozwój historyczny systemu emerytalnego, 2. Stan obecny systemu emerytalnego oraz 3. Wyzwania i przewidywane zmiany w systemie emerytalnym. Celem badawczym autora jest prezentacja historycznych i aktualnych rozwiązań w systemie emerytalnym Turcji w celu odnalezienia w tym systemie pomysłów, które w międzynarodowych porównaniach warto wykorzystywać. W podsumowaniu autor wskazuje, jako element wyróżniający turecki system emerytalny na tle innych państw, jest system dwufilarowy, odrębny od forsowanego powszechnie przez Bank Światowy rozwiązania trójfilarowego. Kolejnym wyróżnikiem jest całkowita dobrowolność uczestniczenia w filarze kapitałowym. (abstrakt oryginalny)

The article presents an insight into the old age pension system in Turkey. The article consists three topic paragraphs: 1. the historical development of its pension system, 2. the present situation, and 3. challenges and foreseen changes. There, the authors goal was to present both past and present solutions employed by the Turkish pension system, in search for ideas worth consideration in international comparisons. In the summary, the author highlights as a particular Turkish approach two-pillar system, separate to commonly, by World Bank, forced three-pillar solution. Next distinguishing mark of Turkish system is total voluntary participation in fully funded pillar. (original abstract)
