Celem artykułu było przedstawienie problematyki i zakresu reform realizowanych w sektorach elektroenergetycznych w kontekście już występujących i pojawiających się nowych tendencji i uwarunkowań oraz ich znaczenia dla przemian dokonujących się w sektorach elektroenergetycznych Unii Europejskiej i Polski. The process of liberalizing Poland's energy (and electricity-generating) sector, launched in the 1990s, is determined by a number of internal and external factors. They mainly include the following: the systemic transformation process which covers the market process of reforming Poland's energy sector, and the process within EU programmes which aims to create an electric power common market. A key role is also played by the factors related to the security of energy supplies to the entire EU, including Poland, as well as by global changes (stricter greenhouse gas emissions standards and increased demand for energy, mainly generated by developing countries). In this context, the further process of liberalization and the adopted trends in the energy sector are likely to be greatly affected by the EU third energy package and the energy-climate package.(original abstract)
