Celem niniejszego artykułu jest przybliżenie zsyntetyzowanych zagadnień związanych z działaniem zorganizowanych grup przestępczych w Europie. Zapewnienie bezpieczeństwa należy do jednego z podstawowych obowiązków państwa, które powinno podejmować wszelkie działania dopuszczalne prawem w celu ustalenia występujących zagrożeń, jak również podjąć działania w celu przeciwdziałania poszczególnym niebezpieczeństwom, w tym także związanym z działaniami zorganizowanych grup przestępczych. In this article, the author discusses issues connected with security provision, which is one of the principal responsibilities of the state, and also looks at the operation of organised crime in Europe. The phenomenon of organised crime is becoming ever more widespread, and criminal gangs are evolving in the direction of strong, ethnically and hierarchically diverse organisational structures. The main areas of operation of organised crime are drugs and people trafficking. According to estimates of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA), 5% of the world population above 15 years of age abuses drugs (which constitutes approximately 190 million people), of which 2 million people were living in Europe in 2002, including an increasing number of young people (children) up to 15 years of age. The trend is still rising. Drug addiction seriously affects the health of drug users and can sometimes lead to death. There is also a proven link between intravenous drug use and the spread of many dangerous infectious diseases, for instance, AIDS and hepatitis C, which endanger the health and life of drug users. With the rise in the number of drug users receiving welfare, treatment, drug rehabilitation programmes, etc., government expenditure on welfare and public health is also increasing. People trafficking, particularly for the purposes of prostitution, human slavery or the needs of particular criminal organisations, is another area of crime that brings huge profits - according to UN estimates, people trafficking accounts for approximately 10 billion US dollars per year. The operation of organised crime suggests the need to develop cooperation to combat this type of crime not only at the national level, but also within the framework of Community action, which would enable existing criminal networks to be better identified and eliminated.(original abstract)
