Abstrakty
Zjawisko urban sprawl jest jednym z ważniejszych wyzwań w zakresie zagospodarowania przestrzennego stojących przed społeczeństwami państw rozwiniętych. Jednocześnie stopień rozwoju zjawiska może być istotnym wskaźnikiem pozwalającym ocenić skuteczność wprowadzanych prawnych instrumentów kontroli zagospodarowania przestrzenią. W artykule podjęto próbę wskazania najistotniejszych instrumentów prawnych zastosowanych przez ustawodawców w trzech wybranych państwach, których systemy planistyczne można uznać za modelowe. Z uwagi na faktyczne przesunięcie w fazie procesów urbanizacji, problemy, które w wybranych państwach spotkały się już z reakcją ustawodawcy, w Polsce pozostają nadal aktualne. Powstaje zatem szansa skorzystania z rozwiązań już sprawdzonych w działaniu. (abstrakt oryginalny)

Urban sprawl is one of the most demanding challenges in spatial management faced by the societies of developed countries. Simultaneously, the extent to which urban sprawl develops can be an indicator of the effectiveness of the legal tools of spatial planning and policy. The article reviews the most important and the most interesting legal tools used in the legislation of three selected countries, which can be considered as having model planning systems. The problems already encountered and addressed in the selected countries are still emerging in Poland because of he actual shift in the phase of the urban growth process. Therefore, a unique opportunity is emerging arising to take advantage of solutions which have already been proven in practice. (original abstract)
