Abstrakty

Kwestia agrarna – przedmiot zainteresowania ekonomistów od ponad 100 lat – ponownie staje się przedmiotem dyskursu zarówno w krajach rozwiniętych, jak i krajach rozwijających się. Przyczyny ponownego zainteresowania się tą kwestią są jednak odmienne w obu tych przypadkach. W tych pierwszych dlatego, że sposób rozwiązania tej kwestii na drodze industrialnej przyczynił się do degradacji środowiska naturalnego oraz deprywacji rolników i społeczności wiejskich, jak też podważył zaufanie w jakość żywności. W tych drugich, skupiających prawie 2,5 mld osób utrzymujących się z rolnictwa, dlatego że rozwiązanie problemu żywnościowego staje się wprost konieczne, podobnie jak modernizacja rolnictwa, a tymczasem wątpliwe jest powtórzenie drogi industrialnej. A to ze względu na konieczność włączenia do rachunku ekonomicznego efektów zewnętrznych, barierę środowiskową oraz proces globalizacji. Teoria ekonomiczna – w danym wypadku ekonomika rolnictwa – pomija te kwestie. Potrzebna jest zatem nowa konstrukcja teoretyczna, nawiązująca głównie do ekonomii ekologicznej, ale i wykraczająca poza ekonomię, która by określała dopuszczalne rozwiązania w ramach współdziałania rynku i państwa. Tę konstrukcję określono mianem ekonomii agrarnej. (abstrakt oryginalny)

The agrarian question has been a major topic of interest for economists for more than 100 years. It now becomes again a subject of debate in both developed and developing countries. The reasons for the resurgence of interest in the issue, however, are different in both these cases. In the first case, it follows from the fact that the industrial approach to agriculture resulted in degradation of the environment and deprivation of farmers and rural communities, as well as undermined confidence in the quality of food. In the second case, related to nearly 2.5 billion people dependent on agriculture, the reason is in the direct necessity of finding the solution to the problem of food supply in modernization of agriculture, while avoiding the questionable industrial approach. What follows is the necessity to integrate into the economic calculus such externalities as the environmental barrier and the effects of globalization. The economic theory - in this case agricultural economics - fails to deal with these issues. Thus a new theoretical construction is needed, mainly alluding to ecological economics, but also to acceptable solutions within the area of cooperation between the market and the state. Such theory is named agrarian economics. (original abstract)
