Abstrakty

Celem opracowania jest pokazanie nowych zjawisk na rynkach pracy w krajach Europy Środkowej i Wschodniej (ESW), uwydatniając stopień heterogeniczności rynków pracy poszczególnych krajów tego regionu, a także określenie stopnia opóźnienia i zakresu niedostosowania rynków pracy tych krajów na tle państw UE-15. Z uwagi na tak sformułowany cel badań w drugim punkcie pokazano główne kierunki dyskursu w literaturze nad zmianami na rynkach pracy w krajach ESW. Następnie przeprowadzono analizę empiryczną, której istotą było pokazanie zmian ilościowych w zakresie siły roboczej, w szczególności w obszarze zatrudnienia, aktywności ekonomicznej ludności, bezrobocia, płac i wydajności pracy. Artykuł kończy podsumowanie, w którym przedstawiono wnioski z przeprowadzonej analizy i wskazano na ewentualne dalsze kierunki badań. (fragment tekstu)

The paper presents the changes on CEE labour markets in 2000-2007. Following the dynamic systemic and economic transformation, CEE labor markets are entering a phase of stability, demonstrating, however, new problems resulting from membership in the EU and engagement in the European Monetary Union as well as certain unchanging factors, interdependencies and institutions which have not been reformed within the framework of the transformation process. The objective of the paper is to present the extent of the heterogeneous character of the particular CEE labour markets as well as to identify the degree to which these countries lag behind EU 15, failing to adjust their labour markets. As part of the empirical analysis, the author discusses changes to the population's professional activities and the issues related to job creation, working hours, the number of people out of work and the lasting character of unemployment as well as the productivity of the labour factor, and the relation between employees' compensation and the achieved level of production output. The conducted analysis indicates large gaps between the particular CEE countries in terms of the evolutions of their labour markets. It also confirms the fact that some of the analyzed countries demonstrate considerable backwardness in the process of the effective management of their labour force. The major problems faced by labour markets in 2000-2007 include high rates of long-term unemployment, low levels of the population's economic activity and employment rates as well as low productivity rates.
