Abstrakty

W artykule zaprezentowano historię uznania przez Polskę Demokratycznej Republiki Wietnamu. Omówiono stosunki panujące pomiędzy tymi krajami w latach 1955-1975 oraz po roku 1989, czyli po transformacji gospodarczej w Polsce. Przedstawiono również obecną sytuację Wietnamczyków przebywających w Polsce.

Like other countries of the Soviet Union, Poland recognised Vietnam in 1950. Its aims towards Vietnam were the same as its other Soviet-controlled counterparts in that they were worked out and directed by the USSR. The ambition to go beyond the framework of agreed-upon goals was not visible. Nonetheless, Polish policy was more active and visible in the international arena because of the country's participation in International Supervision and Control Commissions. Vietnamese leaders in official statements often express their gratitude to Poland for all its involvement and assistance. The change of political system in Poland has fundamentally changed bilateral relations between the two countries. Both had to reorganise the legal foundation of their relations, which were burdened by unpaid loans, initiated investments and mutual obligations. The beginning of the 1990s was a period of stagnation in the countries' relations, though interest in mutual cooperation has increased with time. Today's Vietnam is for Poland an important partner in Southeast Asia. Even though relations still face obstacles, including an uneven trade balance (similar to other developing East Asian countries) and illegal immigration, Poland is still the third largest receiving country of Vietnamese immigrants in Europe. Agreements between Poland and Vietnam are third generation agreements, which include a clause stipulating the EU may suspend or cease trade when a country breaches human rights, and an evolution clause promoting increased turnover. Poland and other EU countries encourage Vietnam to undergo democratic transformation and condemn the breaking of human rights. (original abstract)
