Abstrakty

W zależności od danego kraju rząd odgrywa różną rolę w systemie opieki zdrowotnej. Do tej pory komercjalizacja medycyny w USA nie tylko nie zmniejszyła kosztów opieki zdrowotnej, ale spowodowała ich gwałtowny rozrost. Udział wydatków na opiekę zdrowotną wynosił w 1960 r. 5,2% PKB, w 1970 r. 7,2%, w 1980 r. 9, l %. W ostatniej dekadzie XX wieku wahał się od 12,3 do 13,7%, a w pierwszych pięciu latach XXI wieku wzrastał co rok o ok. 0,5%. Taki stan wymusił reformy systemu opieki zdrowotnej. Celem artykułu jest przedstawienie systemu opieki zdrowotnej w Stanach Zjednoczonych, ze szczególnym uwzględnieniem sfery rządowej oraz bieżącej próby jego reformy. Artykuł przedstawia funkcjonowanie i strukturę opieki zdrowotnej w USA. Zaprezentowano publiczne programy opieki zdrowotnej, głównie Medicare i Medicaid, i scharakteryzowano założenia aktualnej reformy systemu opieki zdrowotnej, która została zainicjowana przez prezydenta B. Depending on a particular country the government plays a different role in the healthcare system. Until now, the commercialization of healthcare in the United States has not reduced the costs of health care, but contributed to their rapid growth. In 1960, the health care expenditures amounted to 5.2% of GDP, 7.2% in 1970, 9.1 % in 1980. In the last decade of the 20th century the expenditures oscillated between 12.3% to 13.7% and in the first five years of the 21st century were growing every year by about 0.5%. Such a situation was the reason to reform the health care system. The aim of this article is to demonstrate the health care system in the United States focusing on the government's impact on it and current attempts to reform the system. The article presents the operation and structure of health care in the United States. It also presents public health care programmes, primarily Medicare and Medicaid, and characterizes assumptions of the current health care reform, which was carried out at the initiative of President B. Obama. (original abstract)
