Abstrakty

Przedstawiono rozumienie procesów przedsiębiorczości w obrębie działań samorządowych i ich znaczenie w kształtowaniu rozwoju lokalnego. Zaprezentowano instytucjonalny wymiar samorządności gminy oraz ukazano procesy samorządności uchwycone przez pryzmat instytucji. Dokonano analizy warunków kształtowania wewnętrznych i zewnętrznych kontekstów instytucjonalnych, stymulujących przedsiębiorczość w organizacjach gminnych i w procesach samorządności lokalnej.

The main assumption explored in this book is that the competitive advantages and attractiveness of a municipality, is positively connected to the endeavours of all actors, involved in a local development, undertaken to increase an entrepreneurial orientation, in the processes of local governance. This statement expresses also another postulation, namely, that the process of reinforcing the entrepreneurial profile of a local government is an adequate response to the major challenges emerging in the contemporary local societies. In the circumstances of ambiguity and instability, observed within the globalised economy, uttered by a variety of economic and institutional changes, entrepreneurship emerges as a main attitude and important competence, in municipal policies and activities. Rise of an entrepreneurial competence and attempts to reinforce the entrepreneurial profile in local governance can be therefore perceived as a crucial prerequisite and a key factor in strengthening the municipal 'power of action'.
