Abstrakty

W niniejszym opracowaniu przedstawiony został przebieg kryzysu finansów regionów zwyczajnych we Włoszech. Następnie wskazano, iż działania podjęte w celu jego przezwyciężenia (m.in. zwiększenie zakresu samodzielności dochodowej) nie okazały się skuteczne. Zasadniczą przyczyną kryzysu finansów regionów zwyczajnych jest bowiem system finansowania ochrony zdrowia utrwalający mechanizm miękkich ograniczeń budżetowych. (abstrakt oryginalny)

The subject of this article is the course of Italian ordinary regions fiscal crisis. The author presents that the actions taken against this fiscal crisis (e.g. improving revenue autonomy range) were not successful. The main reason of the ordinary regions fiscal crisis is the way of health service financing which strengthens the mechanism of soft budget constraints. (original abstract)
