Public Finances in European Union States - Comparative Analysis

Celem poznawczym artykułu jest próba porównania systemów finansów publicznych państw Unii Europejskiej. Istotną kwestią jest bowiem określenie, na ile proces rozszerzania Unii Europejskiej o nowych członków, przeprowadzony w 2004 i 2007 r. spowodował zmiany w podobieństwie klasyfikacji systemów finansów publicznych w "starych" krajach UE. The purpose of this study is comparing public finance systems in the states of the European Union prior to, during, and following its enlargement in 2004. Taking into account the basic variables characterizing public finance systems in these member states, the study enumerates separate groups of similar states. The main source of data used in this article is the Eurostat data. In order to achieve the objective of this study, one of the multidimensional statistical analysis methods, the cluster analysis method, was used. As appears from the conducted studies, enlargement of the European Union in 2004 and 2007 by further 12 countries did not cause any changes to the homogeneity and structure of public finance systems in two groups of countries (Denmark, Finland, and Sweden, as well as Greece, Italy, and Belgium). On the other hand, in 2004 the public finance systems of new UE member states - Poland, Czech Republic, Slovakia, and Slovenia - were most similar to systems prevailing in Ireland, the United Kingdom, and Spain, while in case of Cyprus, Malta, and Hungary, similarity to Austria, France, Netherlands, Germany, and Portugal - and in case of Estonia, Lithuania, and Latvia to Luxembourg - was observed. Besides, Romania and Bulgaria, which acceded to the EU in 2007, found themselves in one segment with the poorest states (Estonia, Lithuania etc.) (original abstract)
