Abstrakty

Artykuł poświęcono zagadnieniu zadłużenia sektora samorządowego. Zaprezentowano aktualne całkowite zadłużenie w zestawieniu lat 2005-2009. Przedstawiono zasady wyznaczania górnych granic zadłużenia jednostek samorządu terytorialnego oraz zmiany, jakie zaszły w regulacjach dotyczących górnego pułapu długu w wyniku zmian ustawowych. Wykazano, iż najbardziej zadłużoną jednostką samorządu terytorialnego są miasta na prawach powiatu. Przeprowadzono symulację zdolności obsługi zadłużenia na rok 2010 dla miasta Krakowa i Wrocławia.

The aim of the study was the presentation of legislative changes of limitations on public debts of local territorial authorities. The given changes were presented along the hitherto existing solutions. The public debts of the local authorities were sketched along four different groups (calculations were made with regard to one group of cities having 'poviat (county) status). For the chosen local authorities from the group having the highest public debts a simulation was carried out, which showed among others the possibilities for managing the existing debts along the legislation about public finances. The main conclusion of the research refers to the introduced transition periods in which the new legislative requirements need to be applied, however with exception of the calculations for upper limits of public debts which are restrained by modalities defined the old legislation. The carried-out simulation also showed that for some of the local authorities transition periods were necessary given that without them their financial conditions would not fulfil the legislative regulations defined in 2009. On the other hand, the research also allows an assumption that the lack of fulfilment of legislative requirements is not a prevailing phenomenon but rather touches upon only a small number of the local authorities. Data for the study was acquire from the official website of the Ministry of Finance, from the Regional Data Office as well as from the official websites of the chosen cities. (original abstract)
