Abstrakty

Artykuł zawiera analizę zmian, które miały miejsce w latach osiemdziesiątych, w polityce regionalnej krajów Europy Zachodniej, w wyniku pojawienia się nowych warunków rozwoju związanych z decentralizacją i procesami integracyjnymi w ramach Wspólnot Europejskich. Wskazano nowe procedury i instrumenty, takie jak umowy i porozumienia zawierane między wszystkimi uczestnikami życia społeczno-gospodarczego oraz wspólny udział wszystkich podmiotów w opracowywaniu i realizacji programów rozwoju regionalnego. Koncepcje polityki przestrzennej zostały przedstawione w oparciu o promocję "sieci miast", który powinna działać jako dźwignia rozwoju regionalnego.

The paper contains the analysis of changes that occurred, in the decade of 80-ties, in the regional policy of West European countries, in result of the appearance of new development conditions related to decentralization and integration processes in the framework of European Communities, and current technological revolution. New subjects, tools and purposes of regional policy were indicated. The traditional redistribution functions are being replaced by activities aiming at the stimulation of local development and technological potential of regions. The current concepts of spatial policy were presented, based on the promotion of the "network of cities", which ought to act as lever for regional development. The paper is concluded by remarks concerning the experiences of Western countries and the possible application of such solutions in Poland. (original abstract)
