Autor wprowadza termin "kraje niedorozwinięte" w opozycji do innych używanych terminów (dyskusja terminów: "kraje słabo rozwinięte", "kraje nierozwinięte") i określa cechy charakterystyczne ich gospodarki. Materiał ten bogato ilustruje przykładami. Następnie przedstawia narzędzia i metody badawcze badania stanu rozwoju tych krajów.

1. The term underdeveloped countries is preferable to the terms like backward countries etc. The characteristics underdeveloped countries most often stressed by various authors are as follows: 1) the persistence of the residue of the feudal system, 2) fairly high mortality rates, together with low numbers in the working population age-groups, 3) low per capita income, 4) low demand for investment funds, 5) low capital formation (accumulation) 6) poor exploitation of available natural resources, labor and means of production, 7) non - optimal allocation of the above-mentioned resources among he various branches of production, 8) poorly developed industry and transportalon, a majority of the population being engaged in primitive agriculture, 9) limited international exchange of goods, restricted chiefly to the export of raw materials and agricultural products. The best index of development is the national per capita income, on the basis of which underdeveloped countries may be divided into three groups; I. those with an income of up to 200 dollars per capita annually, II. 200 to 600 dollars, and III. over 600 dollars. The first group includes twothirds of the world's population. 2. The first, and most important means of investigation is the capital-output ratio, which is not the reverse of marginal capital productivity but the reverse of average capital productivity and which does not show the tendency to rise in a more developed country. On the contrary in such a country the capital output ratio is generally lower. The reasons for are as follows: 1) although paralel to the rise in investments, the numbers of employed usually increase, the amount of capital goods per unit of product usually diminishes (the amount of capital goods migth also rise per unit of labor). 2) In its first phase of development technical progress is usually capital-using, and in its further development it often becomes capital-saving. 3) At no time it is necessary for technical progress to be achieved by beginning with the least, and ending with the most capital using inventions. 4) The economies of scale decrease the amount of capital per unit of product. 5) As investments increase, the less capital-using branches play an increasing role. The importance of external economies in underdeveloped countries is next discussed, especially in the planning of investments. The last means of investigation is represented by the indices of the influenco of development on the balance of payements. Finally the methods applicable in the study of the problems of underdeveloped countries are discussed: 1) the method of comparison with other countries, 2) the method of equilibrium, with an analysis of its disadvantages, 3) dynamic methods, using the principle of circular and cumulative causation.
