Abstrakty

Teoria federalizmu fiskalnego opisuje system międzyregionalnych dotacji państwa z wielopoziomowej struktury finansów publicznych. Unia Europejska jest przykładem organizacji z co najmniej 5 poziomami władzy publicznej i przydziela ponad 80% swoich środków finansowych w formie dotacji państwom członkowskim i ich regionom. Autor przedstawił związek między dotacjami UE a dotacjami międzyregionalnymi oraz ich cele w teorii federalizmu fiskalnego.

Fiscal federalism theory describes the system of intergovernmental grants in the state with a multi-level structure of public finance. European Union is an example of organization with at least 5 levels of public government and allocates over 80% its financial means in the form of grants in Member States and their regions. In the article an author assesses if and how the EU grants correspond to intergovernmental grants in fiscal federalism theory. One of the results is that EU is not responsible for direct income equalization between EU citizens. (original abstract)
