Abstrakty

Niniejszy artykuł jest próbą przedstawienia procesu rozwoju polityki integracyjnej Unii Europejskiej w obliczu pojawiających się coraz to nowych problemów związanych z tym zagadnieniem. Omówione zostaną podstawowe akty prawa wtórnego WE dotyczące m.in. zasad legalnej (w tym zarobkowej) imigracji i nielegalnej imigracji, integracji legalnych migrantów ze społeczeństwem miejscowym, relacje UE z krajami trzecimi w sprawach imigracyjnych oraz zasad powrotu nielegalnych imigrantów do krajów macierzystych. The process of accepting immigrants, mainly from the former French colonies and Turkey, began in Europe in the 1960s. Germany and France, countries that willingly opened their borders to people from outside Europe, hoped that the new immigrants would satisfy the huge demand for labour. Another reason for increasing the influx of people from third countries was the growing demographic crisis in the EU and the consequent ageing of the population. Initially, EU countries decided independently about the rules for accepting immigrants from third countries. However, following the introduction of the Single European Market and, consequently, the free movement of people within the EU, it became necessary to make immigration policy uniform. In this article, the authors present the development of European Union immigration policy and its responses to the new problems that have arisen in this area. They discuss the European Communities’ main secondary legislation regulating, among others, legal (including economic) and illegal immigration, the integration of legal migrants within local populations, relations between the EU and third countries in regard to immigration issues, and the return of illegal immigrants to their home countries.
