Abstrakty

Stworzenie jednolitego rynku w ramach Wspólnot Europejskich, a w szczególności swobodny przepływ towarów, ludzi i kapitału, doprowadziło do niekontrolowanego przepływu nielegalnych towarów (narkotyków, broni), a także prania brudnych pieniędzy, handlu ludźmi, pornografii oraz na swobodny przepływ zorganizowanych grup przestępczych. Ponieważ zjawiska te nasiliły się, konieczne stało się podjęcie wspólnych działań przez państwa członkowskie UE. W artykule przedstawiono ewolucję współpracy sądowej i policyjnej państw europejskich w sprawach karnych.

The creation of a single market within the European Communities and, in particular, the free movement of goods, labour and capital, has given rise to the uncontrolled movement of illegal goods, including drugs and weapons, as well as money-laundering, people trafficking, pornography, and the unrestricted movement of criminal gangs. Because these phenomena have intensified, it has become necessary for Member States of the European Union to undertake joint measures. In this article, the authors trace the evolution of police and judicial co-operation over criminal matters in EU Member States, whose purpose is to combat such phenomena as: organised crime, terrorism, corruption, drugs trafficking, people trafficking, and crimes against children. The authors analyse the beginnings of cooperation in regard to preventing and combating crime, the regulations introduced under the Maastricht and Amsterdam Treaties, and the European Union summits in Vienna and Tampere devoted to these issues. They also present EU institutions operating in the area of security and justice and describe the tasks of these institutions in regard to combating crime in the European Union. (original abstract)
