Abstrakty

Celem artykułu jest prezentacja i ocena rozwoju instytucji рaństwa w Polsce w porównaniu do krajów OECD. Przeanalizowane zostaną trzy główne instytucje: demokracja, wolność gospodarcza (w tym własność) oraz rządy prawa (rule of law, praworządność). Na podstawie przeglądu literatury dokonano krótkiego omówienia związków między tymi instytucjami a poziomem dobrobytu społecznego i tempem wzrostu gospodarczego. Ponadto przedstawione zostaną syntetyczne miary poszczególnych instytucji, a następnie obliczona zostanie odległość od wzorca w zakresie wskaźników instytucjonalnych charakteryzujących Polskę. This article addresses the process of developing state institutions in Poland after 1989 and the problem of their convergence. The problem is significant due to the impact state institutions have on the level of social welfare and the maintenance of long-term economic growth. The aim of this article is to present and evaluate the development of state institutions in Poland in comparison with high income OECD countries. The analysis is based on three institutions: democracy, economic freedom (including property) and the rule of law. The level of democracy is determined with the use of the Freedom House index. Economic freedom is quantified with the index of economic freedom published by the Heritage Foundation. The rule of law is among the six global indexes published by the World Bank. In order to compare the distance between Poland and the adopted standard, we applied the distance from pattern method. The values of the analysed indices have improved, however there has not been a permanent tendency in the improvement. Moreover, the distance from the standard presented by the OECD countries has been increasing, which indicates the lack of convergence between Poland and the OECD as far as the development of institutions is concerned.
