Abstrakty

Autorka przedstawiła główne punkty obecnej debaty na temat reformy budżetu UE. Omówiła kierunki, w jakich może ewoluować budżet UE podkreślając zalety i wady ewentualnych zmian, które dotyczą obu stron budżetu ogólnego. Reformy po stronie przychodów są związane z wprowadzeniem podatków europejskich. Dyskusja po stronie wydatków dotyczy wielkości budżetu UE, a jeszcze inne zmiany w strukturze budżetu stanowią odzwierciedlenie procesów integracyjnych w UE.

In the paper, the author puts forward the main points of the current debate on the EU budget reform. The author presents the arguments in what direction the EU budget could evolve, stressing good points and drawbacks of the eventual changes. These changes concern the both sides of the general budget. The revenue side reforms are connected with the introduction of the European taxes. The discussion about the expenditure side concerns the size of the EU budget and some changes in the budget structure which could take in consideration the prospects of globalization and the EU development.
