Abstrakty

W artykule przedstawiono analizę stosunków pomiędzy rządzącymi a opozycją po wyborach przeprowadzonych w 2005 r. Wybory te zostały uznane przez zwycięzców jako motywujące koncepcję IV Rzeczypospolitej.

The paper focuses on three dimensions of the relations between the government and Opposition in Poland after the 2005 parliamentary elections. Drawing on the work of Robert Dahl, I take into account the size and level of integration of the opposition, the arenas of confrontation between the government and opposition, and the strategies of both sides of political conflict and their effects. As concerns the first dimension, the post-2005 opposition was sizable but weakly integrated, which is why the minority government was able to implement its policies. Among the legal possibilities for blocking them judicial review proved the most effective. The strategies of both the government and opposition were confrontational rather than consensual. The leadership of Law and Justice has been suspicious of its main challengers as well as coalition junior-partners, which has led to the isolation of Law and Justice in the parliamentary arena. In these circumstances, the mobilisation of voters has resulted in incumbents losing their seats to the opposition. (original abstract)
