Najpopularniejsze klasyfikacje europejskich systemów samorządowych są oparte na badaniach przeprowadzonych w latach 80. XX w. Prezentowany artykuł jest próbą wszechstronnej typologii blisko 20 systemów samorządowych w Europie Środkowo-Wschodniej. Kryteria typologii odwołują się do wymiarów uwzględnianych we wcześniejszych badaniach systemów w krajach Europy Zachodniej i obejmują: organizację terytorialną (liczbę szczebli samorządowych, wielkość jednostek gminnych), decentralizację funkcjonalną (zakres zadań powierzonych samorządom), autonomię finansową oraz poziome relacje władzy wewnątrz jednostek samorządowych (systemy wyborcze i pozycję burmistrza). The most popular classifications of European self-government systems are based on studies conducted in the 1980s. The article presented is an attempt at conducting a comprehensive typology of almost 20 self-government systems in Central and Eastern Europe. The criteria of the typology refer to the dimensions contained in earlier studies of systems in Western European countries and encompass territorial organization (number of tiers of self-government and the size of the municipal units), functional decentralization (the range of tasks assigned to self-governments), financial autonomy and the level of the relations of authority within the self-government units (electoral systems and the position of the mayor).
