Punktem wyjścia do rozważań na temat polityki warunkowości w kontekście doświadczeń integracyjnych i europeizacyjnych państw regionu Europy Środkowo-Wschodniej jest uznanie faktu, że w pozimnowojennej Europie rozwój terytorialny UE jest kluczowym procesem zarówno dla niej samej, jak i dla relacji międzynarodowych w Europie. Również w przyszłości znaczenie tego procesu najprawdopodobniej nie będzie słabnąć, biorąc pod uwagę perspektywę kolejnych rozszerzeń - np. pozytywną opinię Komisji Europejskiej w sprawie przyjęcia do Wspólnoty Republiki Chorwacji oraz ambicje członkowskie pozostałych państw regionu Bałkanów Zachodnich. Territorial expansion of the European Union seems to be one of the key political and economic processes developing in the post-Cold War Europe, both internally for the Union itself, as well as for its surroundings. This paper sees this enlargement process through the concept of Europeanization and particularly one of its notions - conditionality. It reviews the ways in which Europeanization and conditionality are understood in the academic literature, provides their characteristics and mechanisms, and refers to the scholarly conclusions after the experience of the two last waves of the EU enlargement. Understanding of the 'mechanics' of the process delivers useful interpretative framework for any analysis of the on-going developments in the EU-Western Balkans relations. It also serves as a theoretical vehicle when explaining the transformative impact of the European integration may potentially have on transition and consolidation processes in the EU's neighbourhood. Therefore, this paper contributes to the debate between Europeanization and conditionality literature on the one side, and transitology and considology on the other. (original abstract)
