Autor artykułu zwrócił uwagę na znaczenie regulacji konkurencji w zreformowanym rynku energii, biorąc pod uwagę zagrożenia i korzyści dla UE.

The World Energy Outlook 2006/2007 presents a detailed picture of how the global energy system is likely to evolve up to 2030. If governments stick to such policies as those of mid-2006, the worlds energy needs will be almost 60% higher in 2030 than they are now. Recent geopolitical developments and surging energy prices provide dramatic information. The rising demand for oil will have to be met by a small group of countries with large reserves, primarily Middle East members of OPEC and Russia. Booming trade will strengthen mutual dependence between exporting and importing countries. Governments have recognized that in most cases energy market reforms allow markets to operate more efficiently and cost-effectively. The article describes the idea of competition regulations in natural monopoly, energy security, third party access in electric energy market and the Long Term Take or Pay Contracts problems. The author has pointed out the role of regulation in the reformed energy markets taking into account risks and benefits for the EU. (original abstract)
