Celem tego krótkiego artykułu jest syntetyczne zaprezentowanie uwarunkowań, podstawowych elementów koncepcji i realizacji polityki Unii Europejskiej wobec Regionu Morza Czarnego. Przesunięcie akcentu na płaszczyznę stosunków wielostronnych spowodowało, że stosunki dwustronne UE z państwami regionu potraktowane zostały marginalnie. (fragment tekstu)

This article presents a synthesis of basic elements of concept and implementation of the EU policy in the Black Sea region. After the accession of Bulgaria and Romania to the EU, the Black Sea has become a European sea and has acquired a strategic importance for the EU, leading to the multiplication of common challenges and objectives, as well as to renewed opportunities for strong cooperation between the EU and the countries in the region. The Commission's Communication entitled "Black Sea Synergy - A New Regional Cooperation Initiative" (2007) is the base for the EU policy with and within the Black Sea region. The EU is trying to supplement the existing bilateral policies with a new regional approach. In particular, the accession negotiations with Turkey, the forthcoming expiry of the PCAs and the negotiations on their future, as well as energy security issues, place regional cooperation in the Black Sea area among the top priorities of the Union's foreign policy agenda. In order to adopt a coherent, effective and result-oriented regional policy approach, the Communication has to be followed by further firm steps. The Black Sea regional policy approach must be used neither to provide an alternative to the EU membership, nor to define the final frontiers of the EU. The new regional approach is targeted at a number of priority areas, such as transport, energy, environment, maritime management, fisheries, migration, fight against organized crime, the information society and cultural cooperation. The EU has also established a new cross-border cooperation programme involving local authorities in the countries around the Black Sea, and supporting the activities of civil society organizations.
