Abstrakty

W artykule analizie poddano budżety gmin województwa wielkopolskiego uchwalone i wykonane w 2005 r. Celem badania było ustalenie, z jaką trafnością władze samorządowe tworzyły uchwały budżetowe. Kolejno przedstawiono definicję budżetu, procedurę jego uchwalania oraz podstawowe zasady jego wykonywania i zmieniania. W części empirycznej natomiast porównano dochody i wydatki budżetowe gmin uchwalone na początku roku budżetowego oraz faktycznie wykonane i przedstawione w sprawozdaniu. (fragment tekstu)

A local government budget is not only a financial plan, but it also defines the ways of local government activities, supplements and specifies local development strategies and programs. As it is changed many times during the budget year, the finally implemented budget varies from the budget act approved at the turn of the calendar year. This paper evaluates execution of Wielkopolskie voivodship communes' budget acts of 2005 through comparison of the budgets approved at the beginning of the year with the ones executed during the year and presented in reports. The analyzed and presented data allowed to classify the communes according to the execution of budget revenues and expenses. This classification divides the communes according to their ability to plan and forecast the revenues and expenses. The research indicates that the communes prepare budget acts underestimating rather than overestimating the planned budget. This analysis is of introductory character and it requires more detailed research, in order to determine the main factors which influence changes of the budget over the year. (original abstract)
