Abstrakty

Celem niniejszego artykułu jest przedstawienie podstawowych metod pomiaru zasięgu oraz natężenia ubóstwa. Zostały one uzupełnione o pomiar stopnia zagrożenia ubóstwem. Podstawowymi wskaźnikami służącymi do charakterystyki zjawiska są stopa ubóstwa oraz wskaźnik głębokości ubóstwa. Przedstawione w artykule sposoby określania rozmiarów zjawiska są najważniejszymi i najczęćsiej stosowanymi w polityce społecznej wielu państw. (fragment tekstu)

If we have data on equivalent incomes or spendings in the households and if we know the value of poverty line, we can analyse the scope and intensity of poverty. The aim of this article is to present the main methods to measure the size and the depth of this phenomenon. The basic measures are head-count ratio and the poverty gap. The first one informs how rnany people or households (in percent) are under the poverty line. The second one, known as an indicator of poverty gap, informs how far, on average, poor people are from the poverty gap. It describes what minimum amount (in relation to the poverty line), every unit (person or Household) in the poverty zone should receive in order to get out of this zone. Analyzing poverty in a multidimensional approach we can determine the risk of falling into the poverty zone. The starting point is to define the variables which might be treated as symptoms of poverty. Next we have to determine to what extent each household belongs to the poverty zone, taking into account the above mentioned symptoms and transforming those variables by means of the so-called function of membership. The way to define poverty and methods of its measurement influences the contents and the range of programs formulated by social policy in order to minimize this phenomenon. (original abstract)
