Przedstawiono różnice w ocenie tendencji protekcjonistycznych w raportach Światowej Organizacji Handlu, Global Trade Alert i Raportach Unii Europejskiej. Zamieszczono dane dotyczące środków protekcjonistycznych w handlu oraz środków dyskryminacyjnych.

At the end of 2008 and in early 2009, global trade fell more sharply than during the Great Depression. At the successive summits, the G20 leaders committed themselves to avoid the introduction of new 'beggar-thyneighbour' measures and to remove those in force or planned. The G20 leaders requested the WTO, OECD and UNCTAD to monitor and to report publicly on the evolution of the situation on a quarterly basis. The monitoring of discriminatory measures was also conducted by the independent group Global Trade Alert (GTA). As the crisis affected the EU trade even more than the global average, the European Commission started its own monitoring of potentially trade restrictive measures adopted by major trading partners. Two years since the launch of the monitoring, the WTO report confirmed that the major factor behind the collapse of world trade had not been a trade protectionism, but the falling demand. Nevertheless the reports of WTO, GTA and EU indicated the growing risk of a potential accumulation of restrictive measures implemented since the outbreak of the crisis. There are mounting concerns that they have become part of the post-crisis trade regime. The paper presents the main findings of the reports and suggests reasons for smaller than anticipated scope of governments' intervention. (original abstract)
