Abstrakty

Przybliżono ogólny system preferencji handlowych (Generalised System of Preferences - GSP), stanowiący część wspólnej polityki handlowej Unii Europejskiej. Omówiono przyczyny zmian reguł pochodzenia towarów, stopień wykorzystania preferencji i kierunki zmian regulacji unijnych reguł pochodzenia.

On 1 January 2011, the new rules of origin for products imported under the generalised system of preferences (GSP) entered into force. The existing over 500 different lists of rules of origin constitute a barrier to trade, because of their complexity and costly administration requirements for exporters and burdensome control procedures for importers. The main reason of the Commission's initiative launched in 2005 was to simplify and make more friendly the whole system of the rules by establishing one criterion of a value added threshold. The final version of the new regulation has proved to be less radical than the initial draft. A simple value added rate was abandoned and different specific criteria are preserved. However, there are some simplifications and new elements, like the increased from 10% to 15% general tolerance rule for non-originated materials used, extension of regional cumulation to the new group of Mercosur states, introduction of the institution of extended cumulation of origin between a beneficiary country and a country, with which the EU has a free-trade agreement. Since 2013, certificates of origin issued so far by customs authorities will be replaced with statements of origin provided directly by electronically registered exporters. The impact of the new regulation on the volume of EU and Polish imports from GSP countries will be rather limited. (original abstract)
