Przedstawiono główne nurty debaty o przyszłości polityki spójności, proponowane kierunki jej zmian oraz ocenę z punktu widzenia polskich interesów.

The debate on the future of the cohesion policy, its priorities, the size of funding and principles of funds' allocation has recently intensified. The main factors underlying this debate are as follows: the need to prepare a new multilateral framework for the EU budget after 2014; the imbalances of public finances of most EU Member States, and ultimately the desire to reduce the contributions to the EU budget and, thus, to reduce budgetary expenditures; new challenges facing the EU (e.g. the demographic and climate changes) and the economic necessity to overcome challenges at the EU level; the need to add a territorial dimension to the cohesion policy, pursuant to the Treaty of Lisbon. The intellectual basis for reform proposal of the cohesion policy outlined by the Commission has come from the so-called new paradigm of the cohesion (regional) policy presented in 2009 in the report of F. Barca. It is a concept of the place-based development policy supporting the development of endogenous factors in each region. Public interventions should to tailored to specific needs and local conditions of regions. The new policy should strive to create growth in all regions, regardless of whether they are strong, or struggling with structural problems. The cohesion policy should also be results- oriented, thus needs for setting up clear outcome indicators. The Commission's proposal of strengthening the principle of conditionality means that financial support for beneficiaries of the cohesion policy (all funds) should depend on observance of the discipline of public finances and good governance. At present, non-compliance with fiscal criteria of the Growth and Stability Pact can only result in suspension of the Cohesion Fund and does not have adverse effects on structural funds. For Poland, the future of the cohesion policy is very important. As the largest beneficiary of this policy in the years 2007-2013 it would like to maintain high financial resources also in subsequent years. Poland is also ready to make some compromises on the modification of the objectives, principles, etc., although it does not agree with each new proposal. Nevertheless, persistent serious economic difficulties throughout the EU and the lack of a strong vision of deepening political integration hinder reaching a compromise and taking more account of Polish proposals.
