Relacje EWG/UE z krajami АKР sięgają samego początku integracji europejskiej, będąc niejako naturalnym następstwem kolonialnej przeszłości wielu państw europejskich. Rozpoczynając formalną współpracę na podstawie traktatu rzymskiego, poprzez zawierane na przestrzeni lat kolejne umowy, obydwie strony doszły do kolejnego ważnego momentu w kształtowaniu wzajemnych relacji, jakim było podpisanie w 2000 r. Umowy o partnerstwie z Kotonu. Jednym z fundamentalnych założeń nowego porozumienia było wynegocjowanie umów o partnerstwie gospodarczym (UPG) na poziomie poszczególnych regionów АKР, które począwszy od 1.01.2008 r. miały stać się prawną podstawą współpracy gospodarczo-handlowej. Wiele kwestii spornych, które wyniknęły podczas toczących się negocjacji (tempo zakres liberalizacji, stosowanie KNU, handel usługami, "kwestie singapurskie") uniemożliwiło osiągnięcie porozumienia w założonym czasie. Spośród regionów jedynie państwa Karaibów podpisały z UE pełną UPG w założonym czasie. Wiele innych państw АKР, które pierwotnie parafowały treść przejściowych UPG w dalszym ciągu ich nie podpisało lub nie ratyfikowało. W tej sytuacji (wrzesień 2011 r.) Komisja Europejska przedstawiła nową propozycję, która ma uporządkować pozostający w zawieszeniu od prawie 4 lat układ. Wydaje się prawdopodobne, że w obliczu obecnej sytuacji na świecie (kryzys gospodarczy oraz problemy z zakończeniem rundy dauhańskiej) wynegocjowanie pełnych UPG ze wszystkimi regionami АKР będzie trudne i odległe w czasie. The EU-ACP relations have a long historical perspective relating to the legacy of colonialism. The evolution of the relations, starting formally with the Treaty of Rome, is currently at another milestone. In 2000, a new agreement was concluded - the Cotonou Partnership Agreement - that is a legal basis of relations between the EU and ACP countries until 2020. Parallel the parties started negotiations on the Economic Partnership Agreements (EPAs) in regional configuration that should, according to primary assumptions, create between the partners a free trade area in the future perspective. The preliminary deadline for concluding the EPAs (1 January 2008) has not been achieved. Many contentious issues that occurred and were highlighted during the long negotiation process (pace and scope of trade liberalisation, MFN clause, trade in services, "Singapore issues") have made impossible to achieve a final agreement. Among the seven ACP regions that negotiate the EPAs only the Caribbean region has concluded and signed so far a full regional Economic Partnership Agreement. There are still even problems with signing and ratifying interim EPAs by those countries, which preliminary initialled the agreements. The current global processes (economic crisis and problems with concluding DDA) make the process of negotiations more difficult than ever. (original abstract)
