Abstrakty

Południowoafrykańska Unia Celna (South African Customs Union - SACU) jest najstarszą na świecie unią celną. Ugrupowanie to powstało na mocy umowy podpisanej w 1910 roku przez Związek Południowej Afryki (ZPA) oraz trzy ówczesne protektoraty brytyjskie: Beczuanę, Basuto i Suazi. W 1969 roku, po uzyskaniu niepodległości przez Botswanę, Lesoto i Suazi oraz po przekształceniu się ZPA w Republikę Południowej Afryki (RPA), została podpisana kolejna umowa, która wprowadzała między innymi nową formułę podziału wspólnych dochodów z ceł i akcyzy. Formuła, o której mowa, była korzystna dla trzech mniejszych członków ugrupowania, którym zwiększone płatności z puli wspólnych dochodów SACU zrekompensować miały koszty przesunięcia handlu związanego z wysokim poziomem stawek celnych na towary przywożone z krajów trzecich. W 2002 roku podpisano nowe porozumienie w celu zapewnienia między innymi demokratyzacji procesów decyzyjnych w ramach ugrupowania, w skład którego od akcesji Namibii w 1990 roku wchodzi pięć krajów. Współpracę w ramach SACU charakteryzuje gospodarcza dominacja RPA. Jedną z najbardziej wrażliwych kwestii pozostaje od lat problem podziału wspólnych dochodów z ceł i akcyzy. Płatności z tego źródła wciąż odgrywają kluczową rolę w budżetach słabszych członków SACU. Obecnie do czynników, które stanowią zagrożenie dla przyszłości SACU, zaliczyć należy ponadto problemy związane z negocjacjami porozumień handlowych z krajami trzecimi, a także pogłębianie integracji w regionie w ramach Południowoafrykańskiej Wspólnoty Rozwoju. The Southern African Customs Union (SACU) is the oldest customs union in the world. The SACU agreement was signed in 1910 by the Union of South Africa and the three British High Commission Territories (HTCs): Bechuanaland (Botswana), Basutoland (Lesotho) and Swaziland. In 1969, after the HTCs gained their independence, the SACU agreement was amended. The new agreement introduced the revised revenue sharing formula for the distribution of customs and excise revenues collected by the union. The new formula was regarded as generous for the smaller members of SACU (Botswana, Lesotho and Suazi). It was a means for compensating the negative effects of the customs union on its smaller members (costs of trade-diverting effects resulting from high external common tariff). In 2002 the new SACU agreement was signed. It was designed primarily to democratise SACU in the post-apartheid era. Nowadays SACU is facing serious threats. They are connected with disagreements over the revenue sharing formula, negotiations of trade agreements with other countries and the proposed customs union of the Southern African Development Community.
