Początkowo wykorzystywane na szerszą skalę jedynie w Stanach Zjednoczonych, od 2005 r. stały się podstawowym narzędziem służącym do ograniczenia emisji gazów cieplarnianych w Unii Europejskiej. Tradable allowances are an instrument consisting of the quantitative regulation of the extent businesses may interfere in the environment, which is defined by the authorities responsible for environmental protection, and the market mechanism for allocating harmful emissions between companies. The initial allocation of allowances is an important issue involving the decision as to the number of allowances and on what terms they should be allocated between the emitters of pollution. The allocation of emission allowances among these issuers can consist in the sale of rights by auction or their apportionment by adminstrative decision on the basis of different criteria. Assuming low transaction costs and perfect market competition, the initial allocation theoretically should have no effect on achieving the optimal (final) allocation of pollution, which is to say minimising the total cost of reducing pollution. Different allocation methods, however, have different distributional effects and can to a large degree determine the proper functioning of this instrument. The article attempts to assess the initial allocation of tradable allowances for greenhouse gas emissions in the European Union in 2005-2007 and 2008-2012. (original abstract)
