Autor w artykule dokonuje matematycznej analizy zasad składających się na tzw. regułę degresywnej proporcjonalności będącą podstawą podziału mandatów w Parlamencie Europejskim na państwa członkowskie Unii. Rozważa ponadto zagadnienie dywersyfikacji tego podziału. (abstrakt oryginalny)

The author of the article does mathematical analysis of the principles that make up the so-called rule of digressive proportionality which is the basis of the division of seats in the European Parliament on EU Member States. He also considers the issue of diversification of this division. (original abstract)
