Abstrakty

"Miękkie" ograniczenia budżetowe są ważnym elementem kornaiowskiej analizy systemów ekonomicznych. Opiera się ona na założeniu, iż wydatki pieniężne nie mogą przekroczyć początkowego zapasu pieniędzy i wpływów uzyskanych ze sprzedaży. Omówiono tezę J. Kornai na temat "miękkich" ograniczeń pieniężno-budżetowych jako cechy strukturalnej gospodarki socjalistycznej.

The author opposes J. Kornai's thesis about the "soft" monetary and budgetary limitations as a structural feature of the socialist economy. Pointing at the directions of the budgetary financial contributions into current economic activity (the "soft" areas of budgetary limitations) the "soft" limitations are observed to be related to the state budget support for the ineffective spheres of economic activity. In the rising tendency (mainly since 1975) to broaden the scope and scale of "soft" monetary and budgetary limitations - the author sees the essential reason for the systematic deficits in Polish state budgets since 1980. Therefore, the "principle" of "soft" limitations is being definitely rejected in the study - and is treated as a destabilizing element in the national economy, the element which favours and sustains the structural cost inflation. On this background, a critical opinion is presented about the often nowadays voiced views linking the destabilizing influence of budget upon the national economy with the excessive growth of social expenditures representing the development of the so called welfare functions of the state.
