Economic policy makers, and the local development and social integration policies that they initiate at national or European level, invariably face the paradoxes that are inherent to any centrally steered drive to initiate/stimulate local initiatives. The problem of the paper of Yohanan Stryjan is quite straightforward: local initiatives presuppose the mobilization and (re)alignment of locally controlled resources, which presupposes familiarity with the 'understood complexity' of local structures, and access to local resources. Such knowledge and skills are seldom available at central levels of public bureaucracy, and could, anyway, hardly be handled from there. Conversely, the ability to initiate local processes seldom provides would-be social entrepreneurs at the local level, with the skills and contacts that would be required for approaching central bureaucracies and competing for budget allocations successfully. Consequently, development resources seldom can be allocated wisely under the time, access and knowledge constraints that centrally placed policy-makers are subject to. The problem, that is all too familiar from the past experience of planned economies, resurfaces in the new context of European Union programs and institutions. The Swedish Cooperative Development System discussed in this paper can be seen as an ingenuous effort to solve the problem, and to design an institutional setup that is at one at the same time both national in scope and centrally funded, and capable of adjusting and responding to local variation.
