The author discusses the main conceptual approaches to the idea of American federalizm demonstrated in the course of the United States history. The doctrinal contents of the following past approaches are mentioned: 1. supremacy of the national government, 2. "states rights", 3. "double federalism", 4. "cooperative federalism". The present conception of federalism, known as "new federalism", is associated with the name of President Nixon. Currently, it is referred to as the governmental program of "revenue sharing". The earlier suggestions concerning "revenue sparing", namely those of Professor Walter Heller Representative Melvin Laird are indicated as a conceptual background of President Nixon's legislature proposal of 1971. The Congressional debate of the Presidential message in 1971 - 1972, especially the "coordinating project" of Representative Wilbur Mills are thoroughly discussed. The initial evaluation of the "revenue sparing" program indicates some of its shortcomings as well as its advantageous sides. On the whole, the program is viewed as a tendency to return to a form of government in which the role assigned to the states shall be more pronounced. (original abstract)
