Abstrakty

Nowe zarządzanie publiczne jest kierunkiem reform sektora publicznego o orientacji rynkowej. Istotą tego zarządzania jest przekładanie sztuki zarządzania w sprawowaniu administracji publicznej nad sztukę administrowania. W artykule omówiono główne kierunki reform nowego zarządzania publicznego w Wielkiej Brytanii.

The article discusses reforms being made in the new public management in Great Britain, one of the countries currently implementing public sector reforms that recall neoliberal thought. The author presents what he feels are the most essential examples of modernisation taken up in the 1980s and 90s on many levels of British public administration. The current reforms of the new public management there consists of the full use of the following: the division of policy-making from administration, privatisation, the improved provision of public services, a focus on the client and results, effecting changes in organisational culture, the rationalisation of organisational structures, strategic planning and management, decentralisation and flexible personnel management, changes in the rules governing accounting and reporting, the development of financial auditing and financial management methods, the growing role of the financial audit, the assessment of operations, the development of accounting mechanisms, changes in policies governing the preparation and implementation of the state budget and the creation and execution of the law and changes in how public (policy) programmes are to be realised.(original abstract)
