Abstrakty

Obecnie rynek venture capital (VC) w Europie nie jest zintegrowany - sytuacja tego sektora jest znacznie zróżnicowana w zależności od kraju, a odmienne regulacje utrudniają swobodny przepływ tego typu kapitału między granicami. Światowy kryzys finansowy zintensyfikował wysiłki na szczeblu europejskim służące usunięciu tych przeszkód, a dzięki temu - ułatwieniu dostępu do źródeł finansowania dla małych i średnich przedsiębiorstw. W czerwcu 2011 roku Komisja rozpoczęła konsultacje na temat nowych regulacji dotyczących funkcjonowania VC na rynku europejskim, których ważnym elementem ma być tzw. paszport europejski. W poniższym artykule omówione zostały główne aspekty propozycji przygotowanej przez Komisję oraz sytuacja sektora VC w Polsce. (abstrakt oryginalny)

At present there is no integrated venture capital (VC) market in Europe; different administrative, regulatory and tax regulations make cross-border investment difficult. Efforts to remove these obstacles and thus provide innovative small businesses with easier access to financing have intensified as a result of the recent financial crisis. In June 2011 the European Commission launched public consultation on a new European regime for venture capital. This article provides an overview of the main aspects of the Commission's proposal. It also presents the current state of VC in Poland. (original abstract)
